CIB reviews October operations and cashflow; tables larger Indiana Theater request, approves fiscal sponsorship and short-term capital review
Summary
The board heard October Convention Center stats and a cash-flow update from Baker Tilly, declined to waive parking for a community parade, approved a fiscal sponsorship to accept donations for the Indiana Theater, and agreed to review a larger $150,000 funding request in January after year‑end accounting, with a possible immediate $37,000 allocation considered.

The Vigo County Convention Center Improvement Board received operational and financial updates and took several procedural steps affecting local cultural organizations and parking during its meeting.
Convention Center staff reported an exceptional October: 11 events across 24 event days, nearly 3,500 attendees and roughly $250,000 in gross revenue for the month. Staff also described routine facility maintenance (HVAC, grease traps, fall cleanup), a single safety incident in which a vehicle struck a parking arm and the driver was ticketed by Terre Haute police, and ongoing sales activity with a pipeline of leads representing more than $500,000 in potential revenue.
Kyle Carlson of Baker Tilly summarized cash flow and noted a $4.9 million cash balance at October month‑end that will decline with an upcoming bond payment and other expenditures; he recommended moving a placeholder for theater capital to spring 2026 to better align with expected spending.
On an Indiana Theater fundraising request, incoming executive director Anthony (AJ) Dinkel revised a prior $250,000 ask down to $150,000 and said the campaign has raised about $6.7 million to date and expects to finish phase 2 of construction by December. The treasurer cautioned against approving the full $150,000 immediately, recommending the board first close out year‑end accounting and consider using unspent 2025 capital (approximately $37,000) if available. Board members also noted outstanding bills and safety‑related small repairs that could warrant immediate use of a limited allocation. The board agreed to table the larger request for January and asked staff to return with finalized year‑end numbers.
The board considered a request from the Miracle Parade group to waive parking fees for a Dec. 4–5 community event but decided not to approve a waiver because some convention center clients had already paid for reserved parking. The board said it would contact Indiana State University about opening its garage as an alternative for parade participants.
Separately, the board approved a fiscal sponsorship proposal from the Community Foundation to hold donations for the Indiana Theater project and authorized Karen Dyer to execute the required documents; the sponsorship will not require the board to contribute funds itself but would allow the foundation to hold and administer donor gifts for the theater.
The meeting concluded with scheduling discussion about a potential Dec. 17 meeting (quorum permitting) and with the board chair noting this would be their final meeting as president; the chair said the county’s interlocal agreement supporting the convention center ends in 2026 and encouraged the board to consider new community leadership next year.
