Village of Manhattan approves Strand Associates design agreement for wastewater plant expansion

The Village of Manhattan board on Nov. 18 approved a resolution authorizing agreements with Strand Associates to update designs and prepare loan and bidding documents for a Phase 1 expansion of the village wastewater treatment plant.
Dan Small of Strand Associates told the board the project was designed in 2020 but requires updates to equipment specifications and code compliance to meet current standards and IEPA loan requirements. He outlined three cost components: $87,000 for design and loan-application work, $35,000 for bidding-related services, and up to $75,000 for any code-review–driven changes or other authorized services. “Our goal is to use as little of those, that 87 and the 35 as possible,” Small said, adding the $75,000 authorization is intended only if the code review requires changes.
Small said the firm will update the opinion of probable construction cost, address IEPA comments, and prepare bidding materials. He told the board the team expects to complete updates in late spring and be positioned to advertise and bid the project in July or August; Small noted the IEPA fiscal year begins July 1, making that the earliest realistic advertising window.
Board members asked clarifying questions about schedule and next steps. The chair moved to approve the resolution, the motion was seconded, a roll call was held and the motion carried.
Next steps: Strand will produce a memo summarizing any design changes discovered during a code review and proceed with the loan application to IEPA. The board will see checkpoint updates before advertising and bidding the work expected next summer.
