Torrance council adopts changes to city treasurer and city manager pay points

The Torrance City Council on Nov. 18 approved two separate resolutions adjusting pay points for key city officials.
Carlos Ruiz, management associate in the city manager’s office, told the council the treasurer’s current pay point would be modified "from $5,424 monthly down to match ... $2,860 per month" and that change would take effect July 14, 2026, at the start of a new term. Council members clarified that the city treasurer’s pay point is set as a fixed pay point and is not automatically tied to changes in minimum wage, and Ruiz confirmed any future change would require a resolution.
Later in the meeting Ruiz presented a separate resolution to set the city manager’s monthly pay point at $30,980.94 — a stated salary increase of 9% — and to repeal the existing resolution setting the prior pay point. The council adopted Resolution No. 2025-71 to enact that change, effective Oct. 5, 2025.
On the treasurer item the council approved the measure with one member recorded as voting no (Council member Kaji) and one absence; the record shows the city clerk announcing the motion "carries with Council member Kaji voting no and Council member Mateucci absent." On the city manager resolution the clerk reported the motion carried with one member absent.
Council discussion focused on timing and mechanics of the changes. Council members asked whether the treasurer’s pay was tied to the council’s pay or minimum wage, and staff replied the treasurer pay point is a fixed pay point that would remain unless specifically modified by a future resolution. Ruiz explained the treasurer change would take effect at the start of the next term and that changes to mayor or council compensation would be handled separately.
The council’s actions amend the city’s written pay-points for both positions; staff will reflect the changes in the municipal payroll and personnel documentation per the adopted resolutions.
The meeting record shows no subsequent motions to reconsider either action.
