Summary
At its Nov. 18 meeting the council approved an airport fueling system contract contingent on a MnDOT grant, rejected and directed rebid for a 2025 MSAS improvement project, adopted an ordinance updating city fees, approved permits, budgets and fire department personnel changes, and accepted multiple donations.
The New Ulm City Council handled several routine and procurement matters at its Nov. 18 meeting.
Airport fueling system contract: Staff reported two bids for the airport fueling system replacement. Minnesota Petroleum Services submitted the low bid at $863,206 (engineer’s estimate $878,000); Odeh Equipment bid $898,354. Staff recommended awarding the contract to Minnesota Petroleum Services contingent upon receiving a 60/40 MnDOT grant amendment (MnDOT share ≈ $518,000). Council voted to award the contract contingent on the state grant.
2025 MSAS Improvement Project: The city received a single bid (Boulder Creek, $749,572) that exceeded the engineer’s estimate. Due to specification discrepancies about bearing repairs and concerns about working in the river, staff recommended rejecting all bids, revising specifications and re‑advertising with an extended bid window; council approved rejecting bids and directed the engineer to re‑advertise with a new bid date of Dec. 10, 2025.
Ordinance and permits: Council adopted Ordinance No. 2025‑110 amending section 2.99 of the City Code related to the schedule of fees (second consideration, no changes from first reading). The council also approved a lawful gambling permit for raffles at the Church of Saint Mary for Feb. 5, 2026, and approved the Convention & Visitors Bureau’s quarter ending Sept. 30, 2025 financial report and the CVB 2026 budget beginning Jan. 1, 2026.
Personnel and donations: Council approved 2026 leadership assignments for the New Ulm Fire Department (First Assistant Chief Aaron Wilford; Second Assistant Chief Nathan Osborne; Fire Marshal Trent Zabel), approved an early vested application for Nick Schneider to the Fire Department Relief Association, and accepted donations totaling $6,693.34 (Pizza Ranch Community Impact Night $288.34; Brown County Ag Society $1,905; August Show Brewing Company $4,500).
