Tonganoxie hears 14th Street corridor traffic study; staff recommends design, grant pursuit

City staff and BG consultants presented the 14th Street corridor traffic study and financial context to the Tonganoxie City Council on Nov. 17. The study examined multiple growth scenarios and assessed traffic, access, and infrastructure needs for an East–West connector to Highway 24/40.
Jason Hoskinson of BG, who leads the firm’s transportation division, summarized three growth scenarios and said the study’s most immediate recommendation was to extend the 14th Street corridor east of 24/40 and provide a three‑lane section with turn lanes on 24/40 and pedestrian infrastructure. "Scenario 1" would place infrastructure on the east side of 24/40 and could support roughly 300 new dwelling units on that side, while a more extensive build-out could support about 571 units, the presentation said.
Hoskinson said a full implementation could cost in the neighborhood of $9 million in today’s dollars. The recommended next steps are to begin design work in 2026, pursue funding from Mid America Regional Council (Connect KC), apply to KDOT for corridor-access management grants (up to about $2 million per project), and return to the council with funding updates in spring or summer 2026. He said, depending on funding and pace, construction could occur in 2027.
Councilmembers expressed support for alleviating school‑traffic queuing that currently affects the corridor. The presentation did not request immediate construction authorization; staff asked the council to endorse proceeding with design and grant pursuit.
