The Hot Springs City Council approved a resolution expressing support for a privately funded bronze sculpture installation honoring Joe Foss near Fall River and Minnequada Avenue, presented by Chautauqua Craftsmen and Artisans of the Black Hills.
Deb Ahrens, board chair of the nonprofit, told the council the group had selected Joe Foss to start a planned series of sculptures and that the project will rely on private fundraising and donations with no financial request to the city. Ahrens said a full statue would be about 6½ feet tall, weigh more than 500 pounds and that "the approximate cost is $85,000." She asked that the council approve locations on a case‑by‑case basis as the nonprofit raises funds for additional sculptures in the future.
Council and Historic Preservation members discussed the precise east/west location language in the resolution and confirmed Historic Preservation’s recommendation; the resolution passed on a voice vote. Ahrens said the nonprofit will follow preservation procedures and return to the city with specific location and bench‑movement requests as needed.
Next steps: Chautauqua Craftsmen and Artisans will continue fundraising and must obtain council approval for each statue location and any related site work.
