Newberg wins DLCD planning grant; $100,000 to fund housing capacity analysis

Leanne Wagner, planner, told the commission that the city successfully applied for a Department of Land Conservation and Development (DLCD) housing-planning grant to complete the first of two state-required steps: a housing capacity analysis.
"The city applied for, housing planning grant work, and that is to produce, the first of 2 steps that are required by the state... We were successful in that grant application and were awarded up to a $100,000, to do that work," Wagner said. The city has chosen to work with a DLCD-provided consultant and said it is awaiting assignment of a specific consultant team.
Wagner described the study’s purpose: to inventory land and capacity, update buildable-lands data and use the statewide methodology and the city’s employment needs analysis as inputs. The housing capacity analysis is expected to produce findings that will be incorporated into Newberg’s comprehensive plan and, within a year after completion, be followed by a housing production strategy outlining how the city would meet identified needs.
Staff said they will engage the planning commission, the Affordable Housing Commission and the public as advisory bodies during the study. The city’s intention is to use updated PSU population forecasts and a refreshed buildable-lands inventory to inform land needs and policy recommendations.
No formal action was requested at the meeting; staff said they will return to the commission at milestone points for updates and feedback.
