Newberg planners review dozen-plus housing projects and PSU population forecasts

Planning staff updated the Newberg Planning Commission on a multi-site housing pipeline and how it could affect the city’s housing needs.
"What we're gonna go through tonight with these couple slides is the development pipeline, some recent housing developments, and then housing developments that are over 10 units and just go through where they are and what what we're looking at in the next 5 years or so," said Jeremiah Comey, associate planner, as he introduced a map of current and proposed projects. Staff identified projects by name — Kalina, Crestview Green, Springbrook, a 12-unit subdivision on Court off College, the Crater Lane cottage cluster and River Run — and said many are under construction or recently completed.
Commissioners and staff discussed unit types and pricing. Comey noted that some Kalina units are detached quadplexes that read as single-family from the street. On cottage-cluster rentals Comey said rents were "ranging in rent from 21 to $2,300 roughly a unit" and that the smallest Kalina units were about 1,000 square feet.
Staff also presented Portland State University population estimates and longer-term buildout scenarios. Comey said PSU projects roughly 9,646 additional people for Newberg between 2020 and 2040, an annual growth rate near 1.3 percent, and that, if the developments in the pipeline are built on a five-year schedule, staff estimate roughly 2,706 people could be added in the near term (staff cautioned phasing can vary).
The commission did not take action on the presentation; staff said the briefing was informational and would feed into the housing capacity analysis.
