Unidentified Speaker (Presenter) opened a public hearing to request that the Department of Local Government Finance (DLGF) approve an additional appropriation of $750,000 to the Silver Creek School Corporation education fund.
The presenter emphasized this is a request for increased spending authority for the 2025 budget year, not new taxpayer dollars, saying, “I wanna cover this is not a request for additional funding. We're not requesting additional taxpayer dollars. This is simply a request to ask for more spending authority.” The request has been advertised in accordance with legal requirements, the presenter added.
District officials told the hearing the need stems from changes since the 2024 budget was prepared about 18 months ago. The presenter said the district experienced enrollment growth of about 100 students in fall 2024, which required hiring staff and paying raises: “If you gain a 100 kids, you're gonna need to hire some staff.” Those enrollment-driven revenues helped cover hires and raises but also contributed to the need for more spending authority.
Officials also cited a state mandate that required rolling the curriculum material fund into the education fund in January 2025. The presenter said that shift moved costs for curriculum items — including Chromebooks, textbooks, workbooks and consumables — into the education fund, increasing anticipated expenditures.
The presenter said the district does not expect to spend the full $750,000 but requested the additional authority to cover planned pay raises and to provide a cushion for unexpected education-fund expenses. The district noted prior practice of filing for additional appropriations when unforeseen changes occur during the multi-year budget cycle and said a future filing could be made if further adjustments are needed.
The hearing was opened to public comment; the record does not specify subsequent public speakers or the DLGF's decision timetable. The transcript does not include a meeting date; the request was described in the hearing record as being submitted to the DLGF for its review and approval.
