Putnam County Commission approves budget revision and multiple payments including OpenGov contract

Putnam County commissioners on Monday approved a state budget revision and a series of payment orders covering equipment purchases, service contracts and fund transfers.

Finance staff presented State Budget Revision No. 2 to appropriate carryover funds for previously approved projects and requested the president’s signature; the commission approved the revision. Staff then listed multiple payment orders the commission approved by voice vote.

Notable approvals included a $66,463 payment to Cummins Sales and Services for a generator and a $134,448.87 payment to End Digital for 911 call‑handling equipment and a network upgrade, both charged to the 911 fund. The commission also authorized a $164,937.10 payment from the TIF fund to West Banco Bank Incorporated, trustee, for October 2025 TIF revenue and a $31,261.64 reimbursement to the Town of Poca from the Stephen A. Andes Recreation Enhancement Fund.

The commission approved a $2,015 opioid‑fund payment to Recovery Point of Huntington for county beds in October 2025 and a set of dog‑fund payments including $1,581 for spay/neuter services and $9,283.89 to Hurricane Animal Hospital for veterinary visits. From the Putnam County Network Fund, commissioners approved $37,070.50 to CSX Transportation for railroad crossing flagging related to the county fiber‑optic broadband work.

In the general county fund, the commission approved a $321,993.65 payment to OpenGov Incorporated for services deployment covering October 2025 through June 2026 and approved a $150,000 transfer from the general county fund to the Putnam County Network Fund.

Finance staff presented the amounts and the commission approved each order after motions and voice votes. The meeting record does not show a roll‑call tally for these votes.

The commission will reconvene for its next scheduled meeting on Tuesday, December 16 at 9 a.m.
