Council adopts right-of-way renewal rules and new fee schedule, including an electricity charge

The Pullman City Council on Nov. 4 adopted Ordinance 25-24 and Resolution R-49-25 to change right-of-way permit rules and create an associated fee schedule. The ordinance adds a 10-business-day renewal window after permit expiration during which an applicant may renew a permit if the use, site plan and applicant remain identical; renewals outside that window must be treated as new applications.
Staff told the council the code change also adds authority to provide city-supplied electricity for right-of-way uses and clarified inspector and mobile-vending definitions. The accompanying fee resolution establishes a renewal processing fee of $118 and retains the base renewal application amount so that the total renewal payment would be $148; inspection/processing fees for 2026 were adjusted to $220 to reflect cost-of-living and inflation adjustments.
City staff explained the proposed electrical-use charge was calculated using local utility rates, typical amperage and estimated maximum daily usage and concluded an upper-bound cost of roughly $5 per day under maximum usage after safety factors; that fee will be implemented by a fee resolution effective Dec. 1, 2025. Staff said the changes aim to streamline repeat permitting while ensuring compliance with any new state or local code requirements that could preclude renewal under older standards.
Council adopted the ordinance and the fee schedule by voice vote. No roll-call tallies were provided in the meeting record.
