At the outset staff walked the board through differences between the bid-line totals and the front-sheet summary, explaining that the higher front-sheet figure includes soft costs and an approximately 5 percent allowance for soft costs; change-order contingency was presented separately. Board members asked for a single, consistent “bottom-line” figure moving forward so the public and board are clear whether future reporting will include contingency and change orders in totals.
Members debated specific alternates on the bid package. Staff described two options: remove the Trimmer-related work now and vote on it later, or approve it pending required permitting.
