The Tippecanoe County Area Plan Commission took a number of routine and non‑controversial actions on Nov. 19, issuing recommendations or conditional approvals on a set of subdivisions, an ordinance amendment, and several rezonings.
The commission approved two separate two‑year primary approval extensions for small, four‑lot minor subdivisions: S 4950 (Bridge Creek Ridge) and S 4959 (Buck Creek). Staff said drainage approvals and floodplain boundary certification had delayed final plotting; petitioner Bob Gross (RW Gross & Associates) asked for the extensions and the commission recorded unanimous ballots recommending approval.
The commission also considered and recommended approval of a Lafayette‑initiated ordinance amendment that would exempt accessory gas stations within larger retail centers from proximity limits meant to separate stand‑alone gas stations from residential uses and other gas stations. Lafayette City Attorney Jackie Chosnick said the change was intended to avoid preventing large retail operations with integrated fueling facilities from locating in the city; staff recommended approval and commissioners recorded a unanimous recommendation.
Staff presented Z3003 (Ultavita, a PDMX planned development in West Lafayette) which proposes up to 187 units and between 427–482 bedrooms depending on optional commercial space; staff recommended conditional approval and the commission recommended approval (17 votes). Petitioner Ryan Munnon (RTS Law) corrected a parking figure in the record (227 spaces) and confirmed existing leases would be honored for current tenants.
Other items receiving unanimous APC recommendations included Z3007 (Martha Local Bar rezone to make long‑standing commercial use conforming; forwarded to Lafayette City Council) and Z3010 (an industrial rezone to support a partnership between Premium and a new Sustainia bio‑glycol plant; petitioner stated the project could be a $400 million investment creating about 190 jobs). S5310 (K A Barnes minor subdivision in Stockwell) was conditionally approved with a unanimous ballot.
Administrative business included setting items for the Dec. 3 Executive Committee agenda and moving to not consider several BZA variance requests as barred by ordinance. The commission adjourned following the director’s report.
Next steps: Items that were recommended will go to the relevant decisionmakers (some to city councils, others to county commissioners) for final approval; routine downstream reviews (drainage board, subdivision approval) were noted where applicable.
