Council approves three‑year audit contract, energy upgrades and bridge change orders; applies for multiple DECD CIF grants

At its Nov. 17 meeting the City Council authorized several procurement and grant actions with votes taken on audit services, energy upgrades, bridge work and DECD grant applications.
Audit services: The Board of Finance reviewed proposals and recommended CliftonLarsonAllen (CLA) for a three‑year audit contract covering fiscal years 2026–2028 with contracted amounts of $98,500, $100,500 and $102,500. Council voted to authorize the mayor to award and execute the contract as recommended by the selection committee and the Board of Finance. Council members discussed periodic rotation of audit teams and whether extraordinary audit scope changes could trigger additional fees; staff said any extraordinary changes would return to the board for approval.
Capital projects and purchases: Acting as the WPCA, council approved using the CT DAS bid list and awarded Air Temp Mechanical of Berlin, CT the installation of a replacement RTU heat pump for the secondary building at the water resource recovery facility in the amount of $279,913 to be funded through the WPCA capital account. The council also authorized design‑initiated change orders and an additional $180,000 for payment applications and closeout adjustments for the Church Street bridge rehabilitation; the city engineer’s recommendation totaled $226,178.60 for listed bridge work.
DECD CIF grant applications: Council adopted resolutions authorizing applications to the Department of Economic and Community Development for multiple CIF 2030 grants: $250,000 planning grant for a public safety complex, a $2,500,000 capital improvement request for the Safari Apartment project, and up to $1,000,000 for Market Street Creatives commercial expansion. Economic development staff clarified that tax‑credit incentives referenced in the packet are through programs such as Eversource construction incentives and potential state/national historic credits, not a city tax abatement.
