At its regular meeting the Solid Waste Management Authority moved through several administrative and financial items.
Rates: The board adopted authority resolution 2025-06 to adjust transfer-station customer rates, rounding down to the nickel to address a shortage of pennies and bank-change requirements. Director said software changes will cost $1,840 and sign changes about $1,000, with an expected fiscal-year revenue impact of roughly $5,000. A motion to adopt the rate changes passed on recorded vote.
Electronic signatures: The board adopted resolution 2025-07 establishing an electronic-signature policy after legal counsel indicated the authority did not have one. Director said the policy, adapted from other jurisdictions, will accelerate remote contract and document approvals. The resolution passed with recorded affirmative responses.
GASB 75: The board received the annual GASB 75 report on post-employment benefit liabilities for the fiscal year ending 06/30/2025. Director described the report as an actuarial projection used to assess minimum contributions and said staff will continue to monitor unfunded liabilities in coordination with Del Norte County HR.
Board officer election: The board filled a vacancy for secretary (previously held by Mike Tompkins). After nominations and a roll-call-style process the board selected Darren Short to serve as secretary.
All three resolutions and the election were recorded with affirmative votes by the commissioners present; no public comment was recorded on these items.
