Buckeye holds public hearing on Mountain View South annexation; no action taken

The Buckeye City Council on Nov. 18 held the first of two required public hearings on a petition to annex two parcels totaling approximately 1.86 acres at the southeast corner of Tuthill Road and Yuma Road.

Mandy Woods, a planner with the city's Development Services department, presented case PLZM 250044 and said the applicant is David Hughes with EPS Group on behalf of Mountain View South LLC. Woods said the narrow parcels lie just south of the Roosevelt Canal, border the Blue Horizons single-family neighborhood and Arizona State Trust land, and would be assigned the city's closest equivalent zoning (R-1-43) upon annexation.

Woods said the annexation is intended to coincide with dedication of right-of-way for the proposed Mountain View South preliminary plat, which staff indicated would support about 601 single-family lots. She told the council the annexation petition was recorded Oct. 28, 2025 and that this hearing falls within the final 10 days of the statutory waiting period for such petitions. Woods said no public comments had been received on the item to date.

Mayor Osborne opened the hearing for public comment; none were offered, and the council closed the hearing. No motion or vote on the annexation occurred tonight; Woods said consideration of an ordinance to approve the annexation is expected at a future meeting when the second required hearing is complete.

The council has scheduled a subsequent hearing and possible ordinance consideration on the annexation; no ordinance was adopted Nov. 18.
