City council approves multiple contracts and grants, including wayfinding signage and marina relocation

The Muscatine City Council voted Nov. 18 to approve a series of contracts, resolutions and purchases covering public works, marina relocation, assessments and economic development.
The council adopted a resolution to contract with Geograph Industries for fabrication and installation of wayfinding signs in the amount of $266,708. Director Steineman told the council the signs will include larger directional arrows and will replace several brown wayfinding signs on state highway rights-of-way; fabrication will begin this winter with installation in early spring. The resolution passed with six ayes; one member was absent.
Council approved a $571,516.20 contract and bond with Higher Construction Inc. for the Muscatine Marina CDF relocation project. The resolution was moved by Councilmember Gingerich, seconded by Councilmember Gordon, and adopted on a roll-call vote with all ayes.
Other approved items included authorization of special assessments for unpaid abatement service fees and rental housing fees (adopted unanimously), and an internal advance of funds for an economic development grant to Lumber Lofts LLC (adopted unanimously).
Council also approved a contract not to exceed $24,999 with North Construction for improvements at 501 Oak Street as part of the Ignite Vitality Mulberry Project; city staff confirmed that grant funds, not the general fund, will cover the work. A purchase order for a 2025 John Deere tractor for the soccer complex in the amount of $38,250 was approved as well. The consent agenda included bills totaling $2,886,399.54.
Each of the resolutions and purchases was presented and acted on individually, and all motions carried as announced at the meeting. The council moved into a separate closed-session item later in the evening to discuss a real-estate matter.
