The Morgantown Board of Zoning Appeals on Nov. 20 voted to table CON25‑099, a conditional‑use application filed by Rayburns on behalf of Kumar Chandran for a proposed multifamily building at 216 7th Street, until a Type 2 site‑plan review is underway and the findings of fact are more detailed.

Planning staff presented the packet materials showing a vacant lot and a proposed site plan with 15 parking spaces; staff noted no objections in the packet but emphasized that engineering and parking authority review come through the Type 2 process. Ray Burke of Triad Engineering described plans for an approximately eight‑unit building with off‑street parking beneath upper floors and egress to an alley (Grant Avenue).

Board members repeatedly asked for traffic, congestion and parking studies and said the findings of fact in the packet were “thin.” Several members recommended a Type 2 engineering review be begun so the board would have specific data on congestion, parking adequacy and infrastructure capacity before making a decision. The board moved to table the application to the next regular meeting pending that review and more thorough findings.

The applicant acknowledged the tabling and said he will return after the Type 2 process is started or completed.
