Wheeling board adopts estimated 2025 tax levy after brief discussion; one trustee dissents

The Village of Wheeling on Nov. 17 approved an estimated tax levy for 2025 reflecting a staff‑proposed 2% increase.
At the budget workshop the board directed staff to prepare the levy to reduce the gap between projected revenues and expenditures for the 2026 budget. Finance staff told trustees the estimated levy would be transmitted now and finalized at the board’s second December meeting.
Staff read the levy amount (estimated in the presentation at about $17.77 million) and gave an example: a residential tax bill would rise roughly $2.38 for every $1,000 of taxable value. The staff cautioned that final individual bills depend on other variables in the property‑tax calculation.
Trustees moved and seconded the resolution to adopt the estimated levy for transmittal to Cook County. Roll call recorded YES votes from Trustees Krueger, Lang, Papantos, Raffato, Vogel and President Horker, and a NO vote from Trustee Vito. The motion passed and the levy will be finalized at the board’s December meeting.
What’s next: the board will memorialize the final levy at its second December meeting and submit required documents to Cook County.
