The Torrington Planning & Zoning Commission on Nov. 17 approved a two‑lot resubdivision at 433 Torrinford West Street, splitting a 0.46‑acre parcel into two lots sized roughly 0.235 acres (10,239 sq ft) and 0.234 acres (10,236 sq ft).
City planning staff presented the application and recommended several waivers under Section 3.5 of the subdivision regulations, including waivers for construction plans and sediment‑and‑erosion and stormwater plans, subject to the condition that full development and stormwater plans be submitted before zoning permits are issued. Staff also recommended that property boundary pins be set or bonded as a condition of approval and that the city engineer review any new driveway locations.
No members of the public spoke in favor or opposition when the commission reopened the hearing; commissioners then moved to approve the resubdivision with the staff‑recommended conditions. The motion carried on a voice vote.
The approval includes conditions required by staff and the city engineer: final plans with engineer stamps; notes showing assessor map, block, and lot; two paper copies and one mylar copy for filing; submission of pin‑setting or a bond; and that full sediment, erosion control and stormwater plans be provided before issuance of zoning or construction permits.
What happens next: the applicant must submit revised final plans, set or bond property pins, and file the mylar copy with the city clerk within the timeframe specified in the subdivision regulations before zoning or building permits may be issued.
