Melissa Humphreys described a 24-stall horse barn in her family that predated present regulations and argued Ohio law treats long-standing structures and uses as legal nonconforming uses that should be grandfathered. She told council that "a permanent structure exists for a specific use before regulation, whether it is a greenhouse, a kennel, a garage, or a barn, its full functional use is grandfathered."
Other speakers pressed equity and food-security points and said modest acreage and small-scale livestock support family resilience. Council accepted comments; the item remains in first reading and will continue through the ordinance-review process. Staff noted potential grandfathering language was discussed in committee and some statutory definitions (eg, "domesticated pet") were revised to clarify scope.
