Brown Deer board approves RFP for permanent repair of washed-out North 47th Street culvert

The Brown Deer Village Board on Nov. 17 authorized staff to release an engineering consulting RFP to design a permanent replacement for the culvert under North 47th Street that washed out during flooding in August. The recommended solution is a precast concrete 6-by-8 box culvert; staff said temporary riprap repairs completed in October have kept the roadway secure but the existing corrugated metal pipe remains severely damaged.
Village staff said the RFP will be released immediately and proposals will be due Dec. 5. Staff plans to select a firm and return to the public works committee and the full board to approve an engineering contract; design would be completed in time to put construction out to bid in March or April if possible. The village also plans a public information meeting in January after the engineering firm is on board.
Board discussion noted two primary alignment options to be shaped in design: fully restore North 47th as a through street or convert it to dead-end stubs on both sides of the creek with possible pedestrian connections. Staff estimated roughly 12–15 properties would be directly affected by the closure option and said any decision on street configuration would follow a broad neighborhood outreach effort. The board emphasized the need for DNR coordination; staff reported DNR has already been briefed on plans.
No formal construction contract was requested at the meeting; the vote authorized only the engineering RFP and next steps. The board voted unanimously to approve the RFP.
