Findlay City Council approved a package of ordinances and resolutions on Nov. 18, 2025, covering building code updates, public-health regulation and grant applications.
Highlights of council action included adoption of a replacement flood-damage prevention code (ordinance 2025-137), a weeds-control ordinance (2025-136), and an ordinance imposing a 12-month moratorium on new vape, smoke and hemp retailers (2025-138). Council also adopted two ordinances authorizing applications for FAA/ODOT Aviation Division grants for Runway 1836 lighting rehabilitation (ordinances 2025-142 and 2025-143) and approved a resolution authorizing application for Brownfield remediation grant funds (Resolution 29-2025).
Council used suspension of rules on several time-sensitive grant applications and then voted on second/third readings as allowed by the charter; roll-call tallies were recorded on multiple items. The assistance-to-firefighters grant (annual FEMA program) and several appropriations tied to community foundation donations also moved forward through suspension of rules and adoption.
Council members debated the proper sequencing and the need for rule suspensions in items with pending grant deadlines; a small number of no votes were recorded on a few items but the majority of measures passed.
