Baldwin Park council picks waving‑flag design for Hometown Heroes banners

City staff presented three design options for a new Hometown Heroes military banner program and asked the council for direction on Nov. 19. The proposed banners are intended for Baldwin Park Boulevard and will display honorees' names.
Council members discussed legibility, color contrast and uniformity with other city banner programs. Several members favored option C, describing it as clearer and more legible at a distance. "I like the waving flag. The name stands out," Mayor Alejandra Avila said during the discussion.
Council Member Ayala moved to adopt option C; the motion passed 5–0. Staff agreed to slightly lighten the blue background so names "pop" while preserving flag colors and to have Vicky in Public Works manage the request list and RCS coordinate banner ordering and installation.
Separately, the council selected a city branding banner series for Ramona Boulevard and asked staff to return with additional designs and a placement map for the 70th anniversary banner so the anniversary artwork can be aligned with the branding series.
The adopted Hometown Heroes banners will be installed independently on Baldwin Park Boulevard and will not replace or conflict with other city banner programs.
