The Town of Merrillville Planning Commission approved an amended and complete restatement of the Liberty Estates development agreement, a procedural step that clarifies phasing and timing for future construction.
Randy Hall, representing Liberty Estates, asked the commission to split Phase 8 (a roughly 50-acre parcel) into two phases for financial and timing reasons and to align subsequent phases with roadwork on Whitcomb Street. "I’m simply requesting that this phase... be an 8a and an 8b," Hall said, describing the request as a financial sequencing change rather than a change in density.
Commissioners confirmed the amendment is consistent with prior approvals and noted that the amendment will move forward to the Town Council for final action. After a motion to approve and a roll-call vote, the secretary recorded six yes votes and the motion passed.
The amendment asks the developer to coordinate phasing with the town’s road schedule and to submit the usual engineering and layout materials to planning staff. Town staff confirmed they had reviewed the submitted materials and that the item will be forwarded to the council.
