Woodside approves contract for sanitary sewer master plan to measure system flows

The Woodside Town Council on a unanimous roll call approved a resolution authorizing the town manager to execute an agreement not to exceed $298,300 to prepare a sanitary sewer master plan.
Town Manager Jason Ledbetter and consultant Sean Rose of Sean Rose Engineering told the council the study will create a hydraulic model of the collection system, install flow monitors in manholes to measure actual flows, and produce a capital‑improvement plan identifying capacity shortfalls and rehabilitation needs. "This study will physically put flow monitors in the manholes in the systems to monitor the actual flow that's in the pipe," Rose said during his presentation.
The master plan is intended to provide measured data to inform negotiations and agreements with downstream partners and to answer "what‑if" questions about future housing connections and failing septic systems. Consultant Jeff Tarantino described downstream allocations as roughly 150,000 gallons per day for the Redwood Creek area and 100,000 gallons per day for the town‑center service area; Rose and Tarantino emphasized those historical figures were projections at formation and that the new study will provide current measured data.
On financing, Ledbetter said the work will come from the sanitary sewer enterprise fund, which he reported holds about $1,100,000; administrative staff estimated that after incorporating this contract the fund balance would be roughly $863,000 at the end of fiscal 2026. Rose said the town trimmed the consultant's original scope (and cost) by leveraging the town's existing rotating camera/video pipeline records so duplicative condition assessment work would not be paid for twice.
A council member moved to approve a resolution authorizing the town manager to execute the agreement (the motion text in the record names Pryor and Loretta Inc. as the contractor). The mayor called the roll and the motion carried.
The council was told the study should produce town‑center answers around late March and that the hydraulic model will allow town staff to model the approved housing element or specific projects as they are proposed. The council directed staff to gather specific flow data from downstream partners and to include known problem locations for study.
