City engineering staff told the commission that while replacing a gravity sewer line on Highway 98 they encountered the line encased in concrete inside a box culvert, leaving little option but to remove and replace it. The contractor provided a change order estimate of $9,038.69 and three additional days to the schedule. Commissioners approved the change order by voice vote.
Staff briefed the commission that downtown utilities phase‑2 is nearing closeout contingent on approving pay application #12 and receiving pay application #13 to release retainage. Because some of the work is funded by federal grants, staff asked for authority to approve unforeseen change orders at the staff level within established dollar thresholds to prevent delays while still complying with grant requirements; commissioners approved that approach and asked staff to return any larger or unusual items for review.
Commissioners also approved CDBG change order #5 for fencing at a new lift station on 20th Street, a grant‑eligible $8,050 addition required to meet FEMA height requirements; landscaping plans are to follow to mitigate aesthetics concerns.
