Council approves Tiers‑funded duplexes and 215 W. Tuohig renovation despite objections

The San Angelo City Council approved a slate of Tiers private‑incentive projects on Nov. 18 that includes four North‑side development projects (three duplexes and one low‑rise multifamily) and five South‑side projects, including a major renovation of the Copper Bull (215 W. Tuohig) to a restaurant and event center.
Aaron Vannoy presented the North projects: each requested $75,000 toward façade and exterior work, windows, doors, landscaping and sidewalks; one project is an eight‑unit low‑rise multifamily property while three are duplex builds. Council debate focused on whether subsidizing private multifamily units fits the Tiers mission of stimulating business and commercial activity. Councilmember Patrick Keeley expressed reservations, saying duplexes “don’t really do” the business‑development mission, while others argued that adding residents to walkable corridors will support nearby businesses and revitalize blighted lots.
Developer Chris Matlock, appearing in public comment, said his units would be available to Section 8/HUD‑eligible tenants and described interior upgrades and garage space intended to raise housing quality. "If we proceed to go forward with them that way then yes, we will offer them up to people that qualify," Matlock said.
The North group passed 6‑1. South projects were considered in groups; the Copper Bull project requested $75,000 specifically for required fire sprinkler and smoke‑alarm systems. Councilmember Joe Self recused himself from that vote; the Copper Bull passed 6‑0 and the South slate passed overall.
What’s next: Individual Tiers contracts and receipts will be reviewed before reimbursement; council noted staff will continue to monitor eligibility and the program’s alignment with district priorities.
