Council delays action on PAPS 59 certified survey maps, asks developer to attend next meeting

City planner Jason and staff presented two certified survey maps (CSMs) on Nov. 18 to redivide Lot 1 of the PAPS 59 development into separate buildable lots, outlots and a private street called Innovation Way. The change would give each of four previously planned buildings its own lot and separate tax-key numbers; staff said the underlying building footprints, parking and counts would not change.
Council members raised concerns that subdividing the lot could make it easier to sell parcels to different owners with different design priorities, potentially undermining the planned-development (PD) overlay’s unified vision. Alderman Rosick asked who would control outlots and be responsible for amenities shown on earlier plans (pickleball courts, trails, preservation areas). Aldermen also asked how separate addresses and private maintenance agreements would affect deliveries, public safety response and mail/delivery routing.
Attorney Riffle said a council may postpone action and that questions posed by councilors could be answered more fully if the developer were present. The mayor and staff agreed to hold the two CSM items and request developer attendance at the next meeting; no vote to approve the CSMs occurred.
