Several public commenters used the board’s comment period to press CalPERS on operational transparency, benefit disputes and implementation of court orders.
Sarah Grama, a CalPERS member, attorney and plaintiff in litigation over CalPERS' self‑funded plan, told the board she had federal orders requiring 24‑hour skilled nursing care, RN oversight and care coordination and said, “To date, none of these have been implemented. I’m implementing them all on my own.” Grama asked the board to direct staff to meet with her and family to comply with the court orders; the board noted legal updates would be discussed in closed session.
Other commenters raised practical member concerns. Wylene Davis, a retired correctional officer, said she completed a buyback in 1996–1997 but has not received the expected annuity increase and urged the board to consider impacts on members who already paid for buybacks. JJ Jelencik and representatives from retiree and labor organizations argued for better Public Records Act (PRA) responsiveness and urged staff to respond fully to stakeholder information requests. Charlie Soult described a case where a deceased retiree was still receiving checks and asked staff to follow up. Several commenters asked the board to use government code authorities to correct errors and to ensure staff respond to member inquiries.
Board members acknowledged the public comments and asked staff to follow up directly with individual commenters. The board adjourned to closed session to receive the general counsel’s update on pending litigation.
