After a public hearing, the commission adopted Ordinance 25-z-22 to rezone 2.05 acres at 1709 Mahan Drive from Office Residential 2 (OR-2) to General Commercial District (C-2).

Darwin Gamble, a neighbor, spoke in opposition and cited comprehensive-plan policy language intended to limit commercial strip development on state and federal highways, local crash history and concerns about traffic and uses (car washes, convenience stores, bars) that C-2 zoning permits. Staff said the site is the former CityWalk shelter site; the current owner demolished the prior structure and seeks rezoning. Following brief discussion the commission approved the rezoning 3–2 (Commissioners Matlow and Porter voted no).
