Negotiations over the framework for transferring Tallahassee Memorial Hospital-related city assets to Florida State University moved forward in the commission chambers, but several commissioners urged more public transparency and additional protections.
City negotiators described three core elements under discussion: charity/indigent care protections, deed restrictions and conditions on future sales, and how contributions from FSU (or other arrangements) would be structured. City Manager said the team has relied on a full valuation prepared for the city (by Encura/Accura) that used multiple methods; commissioners requested a separate certified appraisal with a site inspection and an opinion of value.
Commissioner Matliff moved to order a certified appraisal with an opinion of value on the TMH property; the motion failed 3–2 after commissioners said they were comfortable using the valuation already completed for negotiation purposes. Commissioner Matliff argued a $20,000–$40,000 appraisal would protect the public interest given the wide valuation range discussed earlier in the meeting. Several public speakers asked the commission to slow the process and ensure community and minority schools have input in any governance change.
Staff said they are negotiating an MOU that would set the transfer framework, then move to definitive agreements; they do not plan to transfer title before definitive agreements are in place.
What happens next: City negotiators will continue MOU discussions with FSU and TMH, and staff will return with definitive agreements, timing and any finalized appraisal information before a transfer of assets.
