The council confirmed the planning commission's approval of a conditional-use application submitted by Loving Loving Care Early Learning Center to operate a daycare in a C-1 business district and approved a lot split plat that will create space for an additional childcare facility adjacent to an existing Family Medical Specialties building.
City staff said no representative for the applicant was present but that the planning commission had already approved the application. The planner described the lot split as shifting the north property line about 21.2 feet north of the existing building, wrapping around an adjacent trash building and noting that utilities are generally available. The planner said the city utilities and the developer are coordinating to provide water and electrical services and that a gas line under the site will be addressed before final development.
"Jamie Anderson is here if you have questions about anything about the actual business there," a project representative said at the meeting. Councilmembers moved and seconded the confirmation of the planning commission's action and the lot-split approval so the project can move to final infrastructure coordination.
Council asked staff to ensure final service connections and to return updates when water, sewer and gas-line issues are resolved. No public opposition or substantive conditions were recorded in the meeting minutes.
