Green Tree’s engineering staff presented a slate of stormwater projects that the borough intends to program in 2026 to meet MS4 permit obligations and address recent flooding complaints.
Jason Stanton described four principal projects included in the storm sewer fund: restoration of the Dale Drive swale/retention area to address backyard flooding observed during a recent storm; Holiday Drive storm line work; Trumbull Drive trough rehabilitation; and the Burroughs Stream restoration project, which is ready to be bid in December after permit approvals and right‑of‑way agreements.
Stanton said the borough has accounted for approximately $916,000 in grant revenue, expects $1,014,000 in a transfer from the bond fund and additional transfers from the insurance dividend for maintenance items. He explained that stream restoration benefits (sediment and nutrient reductions) are calculated against DEP guidance and the MS4 framework, and acknowledged the cost and access challenges for work like Dale Drive, where houses are close together and equipment staging will require smaller machinery and more labor.
Council asked about contingency if anticipated grants do not materialize; staff said non‑critical projects could be delayed or scaled back and that some work will be funded from bond proceeds if necessary. Staff also noted the next MS4 permit cycle (2026–2031) will emphasize volume management and peak flow controls, likely increasing future costs.
No final project authorizations were made at the workshop; staff will proceed with permitting, bidding steps and pursue grant outcomes to inform final spending decisions.
