Orland Park approves annexations, rezoning and Bridlewood planned development after outreach debate

Summary
The board approved an involuntary annexation of several unincorporated parcels and multiple Bridlewood land-use items — including a rezoning, plat and planned development special use — after debate about outreach to Panduit and a failed motion to table.
The Village of Orland Park Board of Trustees adopted multiple land-use measures, including annexing a number of parcels along Wolf Road and Consola Drive under 65 ILCS 5/7-1-13 and approving zoning and subdivision actions tied to the Bridlewood residential project.
Staff told the board the annexations relate to prior village acquisition of a nearby parcel (17101) and ongoing efforts to manage land uses that could be approved under county R-4 zoning. For the parcel abutting Panduit, staff said they performed legal notice and outreach and were unable to confirm a change of ownership; some trustees urged more outreach. Trustee Healy moved to table the involuntary annexation pending additional contact with Panduit; that motion failed on roll call.
Following discussion, the board adopted an ordinance annexing several properties (16881, 16935, 16905, 17001 Wolf Road and 40, 50, 30, 20 and 55 West Consola Drive) and approved Bridlewood land-use items: a zoning map amendment for 14137 108th Avenue from E-1 Estate Residential to R-3 Residential (case 2025-0922), a plat of subdivision for Bridlewood (recording on mylar required), and a special-use ordinance granting a planned development with modifications and permitted disturbance of a non-title wetland for Bridlewood (case 2025-0921).
Trustees emphasized clear expectations in future memoranda of understanding, especially around shared driveways and residential concerns on Consola Drive. The board recorded roll-call votes for each measure; motions carried by the required majorities.
The board instructed staff to continue outreach and to return final MOUs and recording-ready plat documents as they are completed.
