Orland Park approves one-season snow-removal MOU to keep temporary DMV at CTF Illinois amid trustee debate

The Village of Orland Park Board of Trustees voted to enter a memorandum of understanding with CTF Illinois to provide snow- and ice-removal services for the temporary Secretary of State driver-services facility for the 2025–26 season. Trustee Lawrence moved the measure, proposing a base contract of $31,950 with a contingency of $5,050 for a total not-to-exceed amount of $37,000, and the board approved the motion by roll call.
Supporters said the arrangement preserves local access to DMV services that many residents, especially seniors, rely on. Trustee Lawler argued the DMV’s presence offered a convenience “for 20,000 or so residents” and that a one-season arrangement was an acceptable trade-off after the Secretary of State’s short notice relocation. Staff explained CTF provided interim space to the Secretary of State after a lease cancellation at the township and that the request was time-sensitive.
Opponents objected both to the principle and to the coding of staff materials. Trustee Healy criticized the staff write-up’s tone and questioned whether CTF could fund snow removal itself, saying, “these people have plenty of money… I’m appalled by this.” Trustee Katsenas and Trustee Malani also voiced concern that the village would subsidize snow removal on private property and worried about precedent for other organizations.
Supporters responded that CTF Illinois is a nonprofit with a mission serving people with intellectual and developmental disabilities and that keeping the DMV local reduced travel burdens for many residents. Staff clarified the MOU would cover the net new area used by the Secretary of State’s operations on the site and that CTF was providing space essentially rent-free for a short term.
The final roll-call vote was recorded as ayes from Trustee Lawrence, Trustee Le Platt, Trustee Lawler and Mayor Dodge; no votes from Trustees Healy, Katsenas and Malani. The motion passed. The village manager was authorized to execute the agreement subject to attorney review.
The action covers one winter season only; trustees said they did not intend a multiyear subsidy and asked staff to clarify the scope and limits before implementation.
