Public Works (Mr. Ryan) explained the plan: Lot 1 will provide 4-hour public parking with designated 30-minute stalls for loading and a small merchant-pass block of seven stalls reserved for merchants on a first-come, first-served basis until 10 a.m.; the merchant pass costs $35 per month.
Councilmember Morrissey moved to adopt the ordinance changes, including an amendment adding a 4-hour parking limit on the curb adjoining Etta Turner Park to address overnight vehicle camping concerns raised by nearby businesses. Council debated merchant-pass utility (concern that merchants who arrive after 10 a.m. might lose reserved spaces) and enforcement logistics; staff said the language mirrors prior programs and can be adjusted later if needed. Council adopted the changes by a 4–1 vote.
Staff said merchant passes have historically had low uptake, the program will be monitored and can be modified after an implementation period, and parking enforcement will include Saturdays to support merchant access during peak hours.
Next steps: Signs and online parking maps will be updated and staff will begin issuing merchant passes the following day.
