Statesboro council approves annexations, contracts and permits; allocates ARPA interest for utility assistance

STATESBORO, Ga. — In addition to tabling a controversial rezoning, the Statesboro mayor and city council on Nov. 18 voted to approve several ordinances, contracts and funding items.
Landfill annexations: Council approved multiple annexation ordinances to support a joint city–county landfill expansion, allowing the city to manage permitting. Justin Williams (city staff) said the annexations were part of a coordinated effort and no members of the public spoke against those ordinances.
Special‑use permit for group home: Council approved SU2510‑06, a special‑use permit for a group home at 9041 Whispering Pine for children ages 5–10. Applicants Bernadette and Joanne Wilson described the program; they told council the home would house three children with two staff on duty at all times. Staff recommended approval with the condition that any construction or alterations require city review.
Rezoning RZ2510‑09 (North College Street): Council approved a zoning map amendment converting property at 201 North College Street from HOC to R4 to permit three single‑family infill lots. Staff said the lot sizes meet R4 minimums and that the applicant has already submitted a subdivision plat as part of the condition precedent to building permits.
Grants, studies and contracts: Council approved Resolution 2025‑30 to pursue a Georgia Department of Transportation Transportation Alternatives Program grant for the Creek on the Blue Mile engineering design (staff cited a $2.1 million project total). Other approvals included $68,775 for phase 2 of a fire service fee study; a $1,669,655.65 contract award for FY2025 street resurfacing funded by TSPLOST and GDOT LMD funds; a $36,571 utility relocation for Matt Lockwood Drive improvements; a contract with Quality Tire Recycling LLC for scrap tire disposal; and a master services task order with EMC Engineering for drainage design (approximately $1,000,453.47) and a $100,000 task order with Michael Baker International for bridge design work.
ARPA interest for assistance: City staff proposed and council approved allocating $50,000 in interest earned on ARPA funds to continue a utility and rental assistance program administered by Action Pack; council approved the motion on voice vote.
Next steps: Most adopted contracts and ordinances will proceed to implementation through the relevant city departments. The Cypress Lake rezoning will return to the first December council meeting for further consideration and staff follow‑up.
