Board approves consent agenda, merit pay recommendation and 2026 slate; votes to enter executive session

The McHenry County Board of Health took several formal actions on Nov. 17.

Minutes and consent agenda The board approved minutes from its Oct. 20, 2025 meeting and then approved the consent agenda after a motion by Miss Gaffney and a second by Miss Hollifield. Because the consent packet included a monetary item, the board conducted a roll-call vote; the chair announced a majority in favor and the motion passed.

Merit pay recommendation Board members discussed the FY25–26 merit-pay recommendation, noting county budget guidance could set a merit pool at roughly 3%–3.25%. Mister Markison moved to distribute the anticipated 3–3.25% merit pool equitably across filled positions in accordance with county guidelines; Doctor Amsler seconded. The board took a roll-call vote with multiple members recorded as voting 'Yes' and the motion carried.

Slate of officers for 2026 A slate of officers presented in the meeting packet was nominated and approved for the 2026 year. Miss Gaffney moved to approve the same slate of officers; the motion was seconded and passed by voice vote. The chair congratulated the officers on their reappointment.

Executive session A motion was made and seconded to move into executive session to discuss prior executive-session minutes (06/15/2025, 07/21/2025, 09/15/2025) and an employee performance review, with a statutory citation read aloud (verbatim from transcript: “5 IFCS 100 and twenty-two c 1”). The motion carried and the board entered executive session.
