Community Development Director Maria Turner said the change is intended to reduce procedural barriers (conditional use permits) for projects on sites that have been identified as potential affordable‑housing sites in the last two housing‑element cycles or that are located in high‑density zoning. The change responds to direction from the State Department of Housing and Community Development to accomplish priority implementation actions.
Planning commission staff recommended approval. Supervisor Sabatier asked for a map identifying where by‑right development would be allowed; staff said such mapping exists from prior housing elements and will be posted to Granicus/Legistar and the county website and included in the next memo. The board approved the ordinance reading in title only and advanced it to Dec. 9, 2025, for consideration and possible adoption.
