The board approved acceptance of the grant by consent.
Public safety and communications: Caroline Taylor, finance director, reported the final 9‑1‑1 audit identified $7,309.36 in ineligible FY25 expenses that the general fund must repay to the emergency telephone system fund; the board approved the appropriation. Taylor also presented and the board accepted a $6,000 grant from the N.C. ABC Board to support EMS community response team education and supplies.
Technology and security: Social Services staff requested approval of five three‑year agreements (firewalls and Panda security services) to meet state mandates on encryption and endpoint protection. Recycling and facilities: Solid Waste Director Teddy Bowler asked the board to approve an application for the North Carolina recycling infrastructure grant (application deadline Jan. 30, 2026) with awards up to $5 million and no local match; the county intends to propose a multi‑use recycling and training facility to house electronics recycling, white goods processing and hazardous‑household‑waste components. Library and personnel items: Julie Moore requested authority to apply for a $2,175 continuing education scholarship from the State Library of North Carolina to send staff to the Public Library Association conference; commissioners approved.
