At the start of the meeting a visiting fellow introduced herself to the committee. Rizina Vartray, a professional fellow supported by the U.S. State Department and representing the Nepal Law Society, spoke about her fellowship placement in Cleveland and described her background in law and electoral governance in Nepal. Committee members welcomed her and thanked her for speaking.

Her remarks were delivered during the public-comment portion of the meeting and did not concern any agenda items.
