Carol Stream board adopts $7.496 million property tax levy; consent agenda passes including a $13,425 change order

Clerk-read materials described an ordinance providing for the levy and assessment of property taxes totaling $7,496,200 for the fiscal year beginning May 1, 2025 and ending April 30, 2026. The levy was presented as two parts: $3,800,000 for the Village of Carol Stream and $3,696,200 for the Carol Stream Public Library. According to the clerk, the village levy was unchanged from 2024 while the library levy decreased by $19,152 (0.5%). The clerk also read an estimated homeowner impact using 2024 tax values: approximately $224 for the village portion and $218 for the library portion.
The consent agenda also included staff recommendations on projects and reports. Trustees approved Change Order No. 1 for the 2025 pavement patching project, a decrease of $13,425 that set the completed contract value at $54,575. The Police Pension Fund compliance report for fiscal year 2025 was received consistent with Public Act 95-0950.
Trustees approved the consent agenda and the levy by omnibus roll-call vote. Mayor Savarino summarized later in the meeting that the board had "approved our final adoption of our tax levy for both the library and for the village," noting the village levy did not increase and the library levy dropped by $19,152.
Clerk records show affirmative roll-call responses for the omnibus consent vote. No amendments to the levy were recorded on the meeting record.
