RDC rejects bids for Hopewell East Blocks 12 and 3; staff to consider alternatives

The City of Bloomington Redevelopment Commission on Nov. 17 voted to reject all bids from the first public offering for Hopewell East Blocks 12 and 3, citing limitations in available funding and the impracticality of completing the proposals as received.
Dana Kirk, legal counsel, explained that "the bids that did come in... were not ones that would be able to be completed, based on limitations of funding," and that the public offering as structured was not realistic for that project. She said the commission will reject those bids and evaluate other alternatives for the area.
Commissioners asked whether proposers had been contacted since their submissions; staff confirmed many proposers had been engaged previously and that those who submitted proposals would be notified following the commissions vote. Chair (unnamed) opened the item for public comment and reported none were present.
The commission moved and seconded Resolution 25-133 to reject the bids; the motion passed unanimously by voice vote.
Staff said it anticipates issuing a new public offering sometime in 2026 as it retools the approach for Hopewell East.
Next steps are for staff to notify proposers and begin evaluating alternative approaches for the blocks identified in the resolution.
