Council removes PC corridor overlay along US‑190 corridor

Copperas Cove — The City Council voted Nov. 18 to approve an ordinance that removes the PC (primary corridor) overlay district from a set of parcels along U.S. Highway 190.
Development Services Director Bobby Lewis explained that the overlay—intended to improve landscaping and design standards—was applied to a largely undeveloped area and that staff, the Planning & Zoning Commission and the ordinance review committee concluded the overlay should be removed for those parcels. Scott Old, a property owner, spoke in favor of removing the overlay and urged the council to consider the upcoming I‑14 expansion when timing improvements.
After brief discussion, council members voted to approve Ordinance 2025‑39 to remove the overlay district as recommended by staff and the Planning & Zoning Commission.
