Scottsbluff council approves unchanged final tax request, adopts FY2025–26 budget and OKs Bomgar's annexation and rezoning

The Scottsbluff City Council voted to approve the city’s final property tax request and to adopt the fiscal year 2025–26 budget at its meeting. Lane Czajer, finance director, told the council, “The property tax request this year is $2,230,934.10. It’s the exact same as the last 2 fiscal years. It did not go up.” He said assessed value rose 11.44% from last year and described an effective tax rate of about $183 per $100,000 of home value (approximately $178 when off-street parking district levies are excluded).
Council members noted the city has reduced its mill levy for three consecutive years. An unidentified council member (Speaker 9) said, “this will be the third year that we've reduced our mill levy,” and emphasized services were maintained without cuts.
On a separate motion the council adopted the annual appropriation ordinance to set the city’s budget for the fiscal year beginning Oct. 1, 2025. Council discussion praised staff for department-level review of capital improvement proposals and for the budget process. The ordinance passed on a roll-call vote and the mayor was authorized to sign the appropriation bill.
The council also approved land-use measures tied to growth in the east half of Section 19. Members passed a third-reading ordinance rezoning Lot 1, Block 1, Bomgar’s Addition from agricultural to C-3 (heavy commercial) and approved an ordinance annexing Lots 1 and 2, Block 1, Bomgar’s Addition (near Highland Road and U.S. Highway 26). Council discussion noted infrastructure and easement planning associated with the annexation.
Council members moved and approved a resolution reaffirming Area 1 as meeting slum and blight criteria for a CDBG application after staff completed an updated survey; the resolution was supported by roll call. The motion record shows unanimous support on the listed items.
The meeting also cleared a series of downtown event permits and special designated liquor licenses for fall and winter events, including a motorcycle screening at the Midwest Theater, a wedding food-truck permit, Husker watching parties with SDLs for FlyOver Brewing Company and Heights Tavern, the Trick-or-Treat on Broadway permit, the Gospel of Christmas parade, and the Very Merry Christmas market. Applicants described logistics, staffing and security plans; council approvals were made by motion and roll call.
