Stonecrest hears three home‑occupation permit applications for NEMT and home‑health services; decisions pending

City of Stonecrest planning staff on Nov. 18 held a special administrative permit public hearing on three Type 1 home‑occupation applications, each proposing off‑site nonmedical or medical support services from residential addresses. No public objections were recorded; staff told each applicant they must comply with city ordinance chapter 27, section 4.2.31, and that a written decision would be mailed within 24 to 48 hours.
The first applicant, Edward Perkins of 7463 Creek Falls Trail, said he plans to operate a nonemergency medical transportation (NEMT) business to help residents get to doctor appointments and dialysis. "I will be providing on NEMT, nonemergency medical transportation, for the, you know, the community and people who need, help, you know, trans getting transported to their doctor's appointments," Perkins said. Staff displayed the site and floor plans and confirmed Perkins understood the ordinance requirements.
The second applicant, Nora Gilafogu of 6322 Sunflower Place, proposed a home‑health care business that would hire nursing assistants to assist elderly patients with activities of daily living such as feeding, bathing and repositioning. "This would be a home health care business, hiring, nursing assistant to assist with the elderly in the community," Gilafogu said. Planning staff reminded her of the need to remain in compliance with city ordinance chapter 27 section 4.2.31.
The final case, SA25075, featured Martha Jean Jacques of 3510 Heritage Estate, who described services that include assistance with ADLs and contracted occupational and physical therapy. "The proposed business activities, we service the community, with ADLs and also occupational therapy and physical therapy within the community," Jacques said. Staff again noted the ordinance requirement and the forthcoming decision letter.
All three properties were described by staff as having suburban future land‑use designations; zoning classifications cited by staff were R60 (7463 Creek Falls Trail), R75 (6322 Sunflower Place) and R100 (3510 Heritage Estate). Staff also noted that the Sunflower Place property is within the Arabian Mountain Overlay District. During the hearing, staff reviewed site maps, location maps and submitted floor plans for each application. The hearing record shows no motions or votes were taken at the session.
The Planning and Zoning Department said each applicant will receive a written decision within 24 to 48 hours. The public hearing concluded after the three cases were presented and there were no public comments recorded against the applications.
