Dearborn County approves grant application, moves school funds, and appoints BZA alternate

The Dearborn County Board of Commissioners on Nov. 18 approved several administrative and budget-related items.
The board authorized submission of a JCAP transitional grant application seeking $87,000. Mr. Kelly, director of court services, described the request and noted that the Indiana Department of Corrections recently cut jail-treatment funding, which affected county grant eligibility; he said the $87,000 request would help offset lost state funding. The board moved to allow county staff (identified in the transcript as "Steve") to apply for the grant; the motion carried and one commissioner who serves on the Community Bridge board said they would abstain from voting on that item.
On finance matters, staff explained county school distribution and supply funds derived from the Financial Institution Tax (FIT) and the Commercial Vehicle Excise Tax (CVET). The board voted to move FIT and CVET receipts into the county general fund while continuing to distribute county school distribution funds to the designated schools.
The board also appointed Alan Miller as an alternate member to the Board of Zoning Appeals for the remainder of the year to cover recusals on an upcoming front-yard setback variance; the motion passed. The board approved claims and payroll on voice votes and closed the meeting after commissioner announcements about local events and community needs.
What’s next: staff will coordinate any required signatures for the grant application and work with the Community Bridge and other local partners on implementation; the county will implement the fund-transfer change in the next accounting cycle.
