On Nov. 19 the West Chester Borough Council agreed to amend the agenda and direct the borough manager to draft a letter of support for a PHARE (Pennsylvania Housing Affordability and Rehabilitation Enhancement) grant application from the Housing Authority of Chester County.

Council members said the grant would fund renovations at Housing Authority sites described in the hearing as Locust Court, Spruce Court and a Church Street/222 Apartments location. The grant application deadline was reported as noon the following day, so council handled the request as an out-of-cycle agenda amendment. Councilmember (Speaker 6) moved to direct the borough manager to draft the letter; Speaker 10 seconded. Roll-call votes from members present were recorded as Yes; Mister Flynn was absent. The manager was authorized to submit the letter on behalf of the borough.
