City designates $10,000 contingency to support free community jazz festival and youth clinics

McMullen described HAPCO’s work bringing university professors and master classes to local schools and stressed the program’s role in youth education. “The concert is free to the public,” he said, and thanked the commission for prior support.
Commission discussion focused on whether to provide recurring budget support or continue using contingency and special‑event assistance. Staff said the city generally provides fee waivers and staff support for the event through contingency or special‑event permitting, and noted contingency funds are available for such support.
Commissioner Kennedy moved to designate $10,000 from contingency to support the program and to authorize staff to waive fees and provide the customary event assistance; Commissioner Oliver seconded. The motion was made, seconded and proceeded to approval with no recorded objections.
Staff indicated McMullen may submit formal special‑event requests later so staff can process permits and logistics; commissioners discussed reviewing permanent funding in the midyear budget process if the commission wishes to make the support recurring.
